The Chief, Quality Safety Value (C-QSV) executes leadership that is characterized by substantial responsibility and accountability for quality, continuous improvement and readiness through an integrated program that crosses service and/or discipline lines. A Recruitment/Relocation Incentive may be authorized for a Highly Qualified Individual. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Minimum of 3 years leadership or supervisor experience Minimum of 3 years quality experience Certified professional in healthcare quality Experience with accreditation standards from oversight bodies and patient safety activities Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. ["CTVHCS is in the process of making a cultural change, shifting from a disease-focused approach to a health and wellbeing approach, in order to implement the Whole Health System of Care. This is a VA-wide initiative to provide a comprehensive and systematic approach to improve healthcare delivery at all stages of Veteran care. This entails moving from an episodic, \"siloed\" approach to an interdisciplinary, holistic approach, emphasizing self-care in the larger context of well-being. All staff in this facility will be part of this process, shifting the focus from the question, \"What's the matter with you?\" to the question, \"What matters to you, and how can we help you live your best life?\" This strategy also involves integrating a full range of conventional approaches with Complementary and Integrative Health (CIH) approaches in order to optimize lifelong health and well-being, as defined by the Veteran, rather than narrowly focusing on disease management. The leadership of the Chief, Quality Safety Value (C-QSV) influences organizational mission and strategic priorities regarding the development and implementation of initiatives, policies, and resources to promote clinical processes and patient centered care delivery within CTVHCS to provide optimal outcomes for Veterans. The focus of the C-QSV's performance is to serve as primary advisor and consultant to the Director, Associate Director, Assistant Directors, Chief of Staff, Associate Director for Patient Care Services and other staff as applicable within CTVHCS. The C-QSV's primary responsibilities include, but are not limited to, preparing, and facilitating continuous readiness efforts to ensure successful accreditation visits, mitigate risks, align strategic goals for CTVHCS with VISN and VHA strategic goals. Other responsibilities of the C-QSV include a focus on transparency and public reporting, ensuring patient safety, managing organizational risk, leaning out processes, and providing guidance towards robust process improvements and leading the organization towards becoming a High Reliability Organization (HRO). The C-QSV is responsible for the tracking and implementation of policies and practices that support high quality healthcare delivery. In addition, the C-QSV is responsible for ensuring organizational excellence as measured by: successful Joint Commission Reviews, Office of Inspector General CAP Reviews, successful Long-Term Care Institute Reviews, and compliance with all Commission on Accreditation of Rehabilitation Facilities standards and Office of Inspector General (OIG) issues. The C-QSV will monitor, benchmark, track and trend performance improvement outcomes on local, VISN and National databases to ensure compliance. The C-QSV provides leadership in the achievement of positive organizational outcomes that exemplify quality, safety, value and excellence in practice. In addition, the C-QSV will promote and foster high levels of collaboration, innovation and just accountability. The C-QSV will facilitate the development of core organizational capabilities such as: continuous performance improvement that is patient-driven, strategically aligned and risk-driven, transformative quality and cost measures with a focus on transparency and widespread usage of evidence-based guidelines and comparative effectiveness research. Focused areas of responsibility for the C-QSV position include: programmatic integration of existing quality, business and clinical compliance, accreditation, safety, continuous improvement, utilization of resources, and clinical practice guidelines and risk management functions to enhance value creation and outcomes. Provides clinical and administrative leadership and oversight for the following programmatic areas: Quality Management, Utilization Management, Accreditation Readiness, Patient Safety, Safe Patient Handling Program, Falls Program, Risk Management, and the High Reliability Organization programmatic activities.
